The Consul-General for the United States has enquired of me whether rubber from the Dutch East Indies and the Philippines and such neutral countries consigned to the United States will be interfered with in transit through Eong Kong (1) if it is transhipped here and (2) if it is passing through here without transhipment. The reply given has been

non-committal.

Should the rubber be allowed to pass under these conditions? And if so, may the U.S.A.Consul-General be assured that no change will be made in this policy without due notice and that shipments will be allowed to pass they were made

before such notice?

It is anticipated that the rubber will gy by other routes if this permission is refused.
